On the 21st of January, 1879, Joseph was born in Cork County, Ireland. He joined the US Navy and was deployed to China in support of the Boxer Rebellion. It was his actions as a Landsman that would earn him the Medal of Honor. The citation reads:

In action with the relief expedition of the Allied forces in China, 13, 20, 21 and 22 June 1900. During this period and in the presence of the enemy, Killackey distinguished himself by meritorious conduct.

Joseph reached the rank of Gunner's Mate Third Class, had one son, James, and received his Medal of Honor on the 19th of July, 1901. Joseph Killackey died on the 8th of September, 1946 at the age of 67 and is buried in the Mount Moriah Cemetery in Philadelphia, Pennsylvania: Section 4, Row 3, Grave 23.
